ALERTS accommodates a variety of roles. People can be assigned roles of regular Users, with ability to manage resources of a particular agency or NGO; or Administrators, who can allocate resources to incidents on different jurisdictional levels.

Collaboration in ALERTS goes beyond a simple call and response. Administrators can expose their resources to other departments or jurisdictions, reflecting reciprocal agreements, MOUs, etc. And if a needed resource is still not found in shared inventory, a Request can be broadcast to help locate what is required.
