Slava Koltovich

Slava assumed the role of CEO in 2014. During his tenure, he has spearheaded the incubation of innovative startups such as Sympli and Kublr. Before joining EastBanc Technologies, he held several senior technical positions at a variety of organizations including the United Nations, and delivered technology solutions to companies such as Microsoft, Facebook, Bing, and the IMF among others.

Slava is a firm believer that technology can, and should, positively impact not only business, but all our lives. He holds a Master of Mathematics and Computer Science from the Siberian Federal University, one of Russia’s elite universities.


Wolf Ruzicka

Wolf has been a leader in the technology industry for over 20 years. Since joining EastBanc Technologies in 2007, originally as CEO, he has overseen the organic growth of the company taking it from 35 employees to over 200, with staff turnover of virtually zero. This enthusiastic workforce, coupled with Wolf’s keen vision and strategic direction, has seen EastBanc Tech establish itself at the frontier of technology with a reputation for game-changing excellence.

Wolf is an entrepreneur, technology advocate, and mentor. He serves on numerous boards and groups, including the Board of Halcyon House, Board of Center of Innovative Technologies, Microsoft Customer Advisory Board for Microsoft Azure, Board of Directors of Questback as well as Investment Boards, among others. While incubating APIphany within EastBanc Tech until its acquisition by Microsoft, Wolf served as its President. Prior to joining us, he held leadership positions with MicroStrategy, Mercedes Benz, Lufthansa, and more. Wolf holds an Master of Business Administration from Ingolstadt School of Management.

Wolf is a citizen of the world. Born in Nuremberg, Germany, he spent his life traveling and dodging curveballs. It was the ones he caught that led him to where he is today. He firmly believes that the world is our playground, and not to be limited by what we see in front of us.

Anthony Lanier

A prolific member of the Washington, D.C. business community, Anthony founded EastBanc Technologies in 2000 and continues to serve as  President.

The EastBanc brand pre-dates EastBanc Technologies, and was originally established by Anthony with the formation of a real estate investment company – EastBanc – in 1987. The firm specializes in the acquisition, redevelopment, and management of city center real estate assets, notably urban revitalization and retail.

Marrying his passion for real estate with his stake in EastBanc Technologies, Anthony was instrumental in the acquisition, renovation, and expansion of our current offices in the historic Georgetown Post Office.

Born in Brazil, Anthony was raised and educated in Austria. Married with three children, he now calls Georgetown home.

Chief Architect

Oleg Chunikhin

Oleg has been working in the field of software architecture and development for nearly 20 years and joined EastBanc Technologies in 2004 to help us fulfill our plans for growth. Since then, Oleg has achieved outstanding success in defining the technology strategy and innovative standards, tools, technologies, and processes that are at the core of our solutions and services.

Notably, Oleg has championed the standardization of DevOps in all we do and is a firm believer in driving the adoption of automation and artificial intelligence applications, particularly in industries where new technologies are fast becoming mainstream (genetics, 3D printing, robotics, neural interfaces, mesh technologies, etc.).

Oleg holds a Bachelor of Mathematics and a Master of Applied Mathematics and Computer Science from Novosibirsk State University, and is an AWS Certified Software Architect.

When not architecting software, Oleg can be found, somewhat reluctantly, tackling home improvement projects. However, given the chance, you’ll find him more passionately engaged in all things science – augmented reality, nanotechnology, robotics – and all that stuff the rest of us take for granted.

Director of Sales Operations

Jill Da Silva

Jill is a key architect in helping us build a roadmap for product and partner success. She joined EastBanc Technologies in 2014 and brought her keen eye for realizing synergies across sales, marketing, and technology teams to better support client success. Jill has overall responsibility for technical delivery, including defining operational processes and tailoring solutions for each client. Jill also manages our relationships with Microsoft, AWS, and other partners, so that we can focus on providing clients with the right solution for their business needs, while offering a vendor-agnostic approach.

Jill previously held several operational and managerial positions at AvePoint Public Sector, Inc. in Arlington, VA. She holds a bachelor's degree in Communications from Michigan State University and like many of our leadership team, is a certified AWS business professional.

Jill is a proud mom to baby Eleanor and Ronzo (her beloved Flat Coat Retriever). Jill hails from Michigan but as a Washington, D.C. transplant, she loves exploring the city, nearby vineyards, and, weather-permitting, hitting the beach with her family.

Victor Shilo

An accomplished developer, Victor leads our engineering department. Victor is highly regarded by our customers for seamlessly integrating technologies from diverse vendors and legacy systems. Staying true to his motto – “Efficiency at every step” –  Victor is highly skilled at driving automation, and developing innovative, scalable mobile, IoT, and enterprise applications that translate into true business value.

It’s this kind of commitment that helped EastBanc Technologies achieve Amazon Web Services (AWS) Partner status, an achievement that Victor was integral to.

Victor holds a Master in Computer Science and Applied Mathematics from Novosibirsk State University. An AWS Architect Associate, he is also Java, Microsoft, .Net, and Oracle-certified. When not immersed in development, Victor is a keen photographer and traveler.

Peter Shashkin

A veteran of EastBanc Technologies, Peter is an accomplished enterprise architect, project management professional, Scrum Master, and real-life rocket scientist. Having helped the company achieve Microsoft Partner Gold Application Development and Gold Collaboration and Content partner status, Peter is our go-to technology lead for all things Microsoft.

Peter is skilled at knowing how to transform technology into a differentiator and is passionate about harnessing the power and convergence of cloud, mobile technology, and IoT to support our customer’s strategic goals.

He graduated from Novosibirsk State University with a Master in Applied Mathematics. Peter lives in Bethesda, MD, with his wife and daughter.

Head of PMO

Alexey Ulyashin

Alexey had been in project management for 17 years when he joined EastBanc Technologies to oversee technical projects. He had been looking for an opportunity to apply his knowledge at a company level and immediately brought leadership to projects for WMATA, Comcast, MBO Partners, and the American Red Cross. In his role as Head of PMO, he established internal processes for effectiveness and knowledge sharing, standing up the PMO from scratch. He continues to build project management, BA, UX/UI and quality assurance resources that are used company-wide.

Alexey earned the designation of Project Management Professional (PMP) and Customer Service Management (CSM). He holds a Master of Science in Applied Mathematics from Novosibirsk State University. Before he came to us, he led an offshore team of developers and testers for UniPro.

When he’s not managing developers and deadlines, Alexey can be found delighting in his family and two children.

Catherine Paganini

Catherine has built a career around her passion for building powerful brands, evangelizing the limitless power of technology, and making sure great stories get told. “To thrive, you need to love what you do” is Catherine’s motto. From the strategic to the tactical, Catherine is here to help us shape our brand, keep pace with our own growth, and tell the world about the great things we do for our customers.

Before joining EastBanc Technologies, Catherine was part of Booz Allen Hamilton’s commercial marketing team overseeing strategy, demand generation, content development, digital marketing, and events. Prior to that, she served as Marketing Specialist with The Washington Post.

Catherine speaks five languages, has a Master of Arts in Egyptology from Georg August University, a Master of Business Administration from Turku University of Applied Sciences, and practices the Brazilian martial art of capoeira. Clearly she has a lot to talk about, so it’s no surprise that she loves to socialize and play hostess to friends in her Washington D.C. home.
